The decision to lay off three police officers in Kidder Township was made by Supervisors at their meet-ing November 18. Despite contin-ued protests by township residents the fate of the three most recent police hires has been set. After the completion of the next pay cycle ending December 25 the officers will be laid off in the township’s attempt to recuperate from its cur-rent economic slump. Laying off the officers made the option of severance pay impossible,as an employee must be terminated rather than laid off in order to receive it. In addition to the lay-offs, supervi-sors voted to approve a 1 mill increase in property taxes. Polansky advised the decision to include any action on the administrative side is yet to be established but savings will be made. The single opposing vote for the terminations was by supervi-sor Mary Farnschlader. Farn -schlader stated, “I am absolutely opposed in the interest of public safety.”Police Chief Joseph Protasiewicz during his report handed supervi-sors a petition he had just been given containing 170 signatures opposing layoffs in the police department. Protasiewicz also stat-ed, “We appreciate the assistance of Split Rock Resort, but let me be clear that the responsibility of crimi-nal investigations is the sole responsibility of the Kidder Township Police Department.”Supervisors approved the Split Rock Road Relocation Land Development Improvement Agreement request for extension to October 17, 2011. A Split Rock rep-resentative advised the fee to extend the bond was the same price for a year as the 6 month period so the decision was made to file for a year although the project is 85%complete.Supervisors will hold their next monthly meeting Thursday,December 16 beginning at 7 p.m. at the Township Administration Building, Lake Harmony.

White Haven council came very close to turning down the $500,000 matching grant the borough had earned to be used to replace the community building. Concerns over the fees paid to the grant writer, combined with some confusion led council members to fail to agree to have more grant writing work done. After a lengthy discussion at the meeting on Monday, November 22,two motions died after council mem-ber Linda Szoke offered them, for lack of a second from council mem-bers Marge Reilly, Katie O’Donnell,Bob Spadell or council president Harvey Morrison. A third motion to ask grant writer Bill DelGesso to talk with the USDA about a low interest loan was not even made. Reilly strongly objected to any borrowing. After conducting most of council’s business, Karpowich advised Morrison to ask for an executive session. There was a 23-minute session, and when council returned, they started again with a motion to allow DelGesso to pursue the$500,000 (DelGesso would do this for no additional fees). This was approved with Spadell and O’Donnell agreeing on the condition that no borrowing would be done for the project. Morrison and Szoke were the other ayes and Reilly voted no.Council was then unanimous in sending a “No, Thank You” letter to USDA. Another 4-1 vote, breaking the same way, agreed to pay DelGesso$1,200 to prepare paperwork for grants as matches for the communi-ty building project from the Luzerne County gambling funds.White Haven borough is propos-ing a budget of $534,383 for 2011,with no borrowing and no new taxes. The quarterly garbage fee will also be lowered to $60 from $65.This was promised at the first read-ing of the 2011 budget at the November 22 Council meeting. Council followed up on a request by Jessica Lunney for council to support installing the new score-board at Lehigh Park instead of Linesville. There was a lengthy dis-cussion about the fundraising and original plans for the scoreboard.Boy Scout Chris Michaels raised over $5,000 to pay for it. It was final-ly agreed that it can be installed at Lehigh Park as long as the memori-al sign stays, and that the old score-board be refurbished and installed at Linesville. Letters will be sent to those who donated to explain, and let givers opt-out if they wish.Engineer Brian Swanson told council he saw Popple Construction preparing the Post Office block of

Packer Township Supervisors held their regular monthly meeting on Wednesday, November 3, and kept it brief. Resident Joe Matechik said his complaints about a tractor-trailer parked at a neighbor’s and the garage across the street have not been dealt with. The supervisors explained that there are no viola-tions, so there is nothing they can do. Chairman Tom Gerhard prom-ised to speak to a realtor to see if the condition of these properties would have an effect on the value of Matechik’s.Permit and Zoning officer Bob Selert received a building permit application from Clyde Kunkle, and looked into a complaint about a deck roof, plus answered several calls with questions about subdivi-sions.Code Enforcement officer James Sharp is following up on complaints. He reported that no cars were parked in the garbage truck turn-around on Sand Spring Road during several visits. Supervisors agreed to pay snow plow drivers $11 an hour this winter.A decision to purchase flood insurance was tabled. The first reading of Packer’s 2011 budget was approved. Attending were supervisors Grover Gerhard, Bill Swinesburg and Tom Gerhard, Secretary/Treasurer Stephanie Stolpe, Selert,Sharp, Matechik and four other citi-zens. The next meeting of Packer Township Supervisors will be Tuesday, December 7 beginning at 7 p.m. at the township building on Route 93 in Hudsondale.
