On 26th December 2014, at the Construction quality management seminar held by the Ministry of Construction, Hoa Binh is one of seven enterprises presenting. Representing the company, Mr. Le Van Nam – Deputy General Director delivered a speech proposing 8 solutions to the Ministry of Construction to improve the competitiveness of local constractors in the domestic market as well as in foreign markets.

Representing the company, Mr. Le Van Nam – Deputy General Director delivered a speech proposing 8 solutions to the Ministry of Construction to improve the competitiveness of local constractors in the domestic market as well as in foreign markets. Specifically:

1. Simplifying administrative procedures to save time, shorten the progress and improve labor productivity: Currently the construction works belong under the supervisory of many agencies with overlapping functions and repeatedly being inspected. We propose to clearly define responsibilities, reduce cumbersome procedures, cutting unecessary approval processes, strictly handle violations by sanction methods.

2. Application of modern construction management tools: quality, environmental, healthcare and safety,… by using the exact coefficients according to international standards. Aiming for required submision of 3D drawings for detailed and accurate management by BIM.

3. Provide market information: Use methods of collecting, analyzing and disseminating information on domestic and international markets.

4. Application of international bidding methods: Disseminate tender information more widely on mainstream media, encouraging capable private contractors to participate in public works. Prioritize PPP funding to promote public and transperant tender.

5. National strategy for training human resources in accordance with international standards: Applying international training systems and certification. Implementing productivity measurement system, information management system in order to exploit, use and provide information on labor.

6. Support business financing: Implement solutions to support and compensate for damage caused by delayed payment from government. Implement policies to support the capital, taxes, the procedure for abroad contruction enterprises.

7. Invest in technology: Strategic research, training and application of advanced construction techniques. Support the enterprises to master the advanced technologies, established methods of construction and application of new materials…

8. Creativity encouragement: Provide rewards, incentive initiatives, methods to reduce the cost of construction. Implement strategies to turn innovatives into leading-edge technology
